Behind the Build: Armor Canadian Enterprises Joins the CNIC

Toronto, ON – June 29, 2026 – As Canada’s isotope sector prepares for the emergence of new technologies, expanded production, and growing demand, experienced leadership and project delivery will become increasingly important.  Behind every new facility, partnership, or technical ambition is the practical work of managing people, risk, schedules, and execution.  In this spirit, the Canadian Nuclear Isotope Council (CNIC) is pleased to welcome our newest member, Armor Canadian Enterprises Inc. (Armor), a consultancy offering Corporate Strategy and Project Management services.

Founded in 2004 by Frank Pepers, an executive with decades of leadership experience across industrial, energy, and infrastructure sectors, Armor supports organizations working through growth, transition, as well as the execution of complex projects. For Canada’s isotope sector, this extensive experience and leadership have become crucial.  Moving from new isotope production capacity to commercialization requires disciplined project delivery, strong teams, clear decision-making, and the ability to manage risk across technical, industrial, and regulatory environments.  Armor’s capabilities support teams at each of these stages.

After semi-retiring from his role as Vice President of Business Development at E.S. Fox Limited, Frank has relaunched Armor Canadian Enterprises to continue supporting companies and projects across Canada’s industrial and nuclear landscape.  Frank’s background gives Armor a practical understanding of how complex organizations move from planning to delivery, especially in environments where safety, quality, and execution have to be managed carefully.

“Growth in the isotope sector depends not only vision, but also practical experience to bring that vision to life,” said Melody Greaves, Executive Director and Vice President, Government Relations at the CNIC. “Armor brings decades of experience helping organizations manage complex industrial work and moving projects forward with discipline.  That grounded leadership perspective will be valuable as the CNIC’s network continues to grow.”

By joining the CNIC, Armor adds a practical leadership and delivery perspective to a network focused on strengthening Canada’s isotope sector.  Its experience in complex industrial environments will help inform conversations the CNIC is leading around growth, readiness, and the organizational capacity needed to support long-term isotope leadership.
